Ballalough is set back from the Poortown Road in a copse of trees. The existing farmhouse is a traditional property but suffers from damp. The siting and design of the replacement house have been considered at length with the applicant and agent.
The replacement house is to be sited to the rear of (north of) the existing dwelling. Part of the existing barn is to be removed to allow the new house to be tightly grouped with the existing buildings. The dwelling will be traditional in style but will be larger than that which it is to replace. The main body would be . The rear extension would be . The overall footprint would be 135.8 square metres.
The new residential curtilage is to be defined by sod banking. Four trees will be lost as a result of the development but the overall amenity value of the trees along the boundary will be retained.
The applicant has confirmed that the chimney stacks in the main house are to be masonry and not timber. The windows are to be casements. The applicant has agreed to a legal agreement if the Planning Committee is minded to approve the scheme.
On balance, the development is considered acceptable and will not have an adverse impact on the rural character of the area.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. Any Planning Permission will relate to drawings numbered HLK 03/0144/1, HLK 03/0145/1 and HLK 03/0146/1.
C 3. The dwelling comprising the Development ("the Dwelling") may only be used as a private residence. C 4. The roof(s) must be finished in natural slate or a high quality imitation slate which must be approved by the Planning Authority PRIOR to the commencement of works.
C 5. All plumbing stacks must be constructed internally. C 6. The outer edges of the roof must be fitted with concrete roof verges on completion. C 7. All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the dwellings, whichever is the sooner. Any trees or plants which within a period of
five years from the completion of the development die, are removed, or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species.

N 9. This approval is subject to a Section 18 Agreement in respect of the demolition of the existing dwelling.
