The application sought approval in principle to convert the upper floors of Blacksmith House, a vacant office building on the edge of Ramsey town centre, into three apartments: two on the first floor and one on the second floor. Five car parking spaces within the building's courtyard were identified to serve the three units, and the applicant also indicated the possibility of converting the ground floor into garaging. The officer acknowledged the application was limited in detail but concluded the submitted plans demonstrated sufficient space to accommodate the proposed apartments. The Planning Committee approved the application subject to two conditions, in line with the officer's recommendation.
The officer judged that, despite limited application detail, the submitted plans showed enough space to create the three apartments and that adequate parking was available within the courtyard. On that basis, approval in principle was considered appropriate, and the Planning Committee agreed.
Condition 1
This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application:

This approval relates to approval in principle for the conversion of the first floor into two apartments and the second floor into one apartment as shown in the location plan and drawing no.s $1204 / 10,1204 / 11$ and $1204 / 12$ date stamped the 12th November 2003.
