Iomwa Water Filtration Plant, Greenfield Road, Douglas, Isle Of Man, IM2 6eg
Permission was granted for the creation of a new water treatment works and ancillary buildings at the Depot Site on Homefield Road, Douglas, in the parish of Braddan. The proposal also included new access roads, parking, and landscaping. The application was considered by the Planning Committee, which approved it on 9 March 2004. Visual amenity was noted as a key planning issue in the officer's report, and the officer recommended approval. The decision was subject to 17 conditions.

Douglas Local Plan
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
Prior to the commencement of any works on site there must be submitted to and approved by the Planning Committee (a) a detailed scheme of landscaping which includes indications of all existing trees and hedges within the site and details of any to be retained together with measures for their protection during the construction period; (b) a method statement for the construction of the proposed development, including details of haul routes to and from the site; this should be prepared in consultation with the Highway Authority.
Condition 3
Prior to the commencement of any other works on site, the proposed temporary noise attenuation barrier must be erected in accordance with drawing number A/P 2439/ X5003 Rev A2 except that the barrier must be extended along the northern boundary of the temporary access road, adjoining the housing in Homefield Close.
Condition 4
Prior to the commencement of any building or engineering operations, there must be submitted to and approved by the Committee a layout plan for the builders' compound; the compound must be constructed in accordance with the approved layout plan.
Condition 5
Prior to the commencement of any building operations, there must be submitted to and approved by the Committee (a) a scheme for the installation, operation, and maintenance of the stand-by generator; and (b) a scheme of lighting for the site, including the hours of operation; all-night lighting should be minimized.
Condition 6
Construction works on the site may take place only between the hours of 08.00 - 18.00, Monday to Friday, and 08.00 - 13.00 on Saturdays; there shall be no construction work outside of these hours or on Sundays or Public Holidays unless specifically authorised, in advance, by the Planning Committee.
Condition 7
No water or contaminants from the site shall be permitted to flow or be tracked by vehicle wheels on to the public highway.
Condition 8
Once groundworks commence, there must be undertaken an archaeological watching brief; the arrangements for this brief must be submitted to and approved by the Planning Committee prior to any works on site; these arrangements should be prepared in consultation with Manx National Heritage; such works will need to be licensed under the terms of the Manx Museum and National Trust Act.
Condition 9
Run-off water from the site, both during construction and thereafter, must be so treated as to ensure that there is no risk of pollution or damage to any watercourse.
Condition 10
Prior to the commencement of any building operations, there must be submitted to and approved by the Planning Committee fully detailed design specifications for (a) all noise sources; and (b) all acoustic controls. This data must demonstrate that there would be compliance with the day-time and night-time noise levels specified in the submitted Noise Assessment (38 and 35 dB respectively).
Condition 11
Prior to final commissioning of the proposed plant, it shall be demonstrated to the Department that the noise emitted from the site during normal operation of the plant does not exceed the noise limits specified in the submitted Noise Assessment.
Condition 12
If the noise levels produced by the demonstration required by (11) above exceed those specified in the submitted Noise Assessment, the applicant shall, after consultation with the Environmental Health Inspectorate, submit a scheme to the Planning Committee setting out such mitigation measures as will ensure compliance with the specified noise limits. Once the scheme has been approved by the Committee, the specified work shall be carried out within 3 months of written confirmation of approval.
Condition 13
Adequate provision must be made on site for the storage and collection of commercial refuse; there must not be at any time on-site burning of refuse.
Condition 14
The turning area at the eastern end of the chemical building and the filtration building may be used only for turning and for access purposes; this area may not be used for parking or for external storage.
Condition 15
Following the completion of building and engineering, and within 3 months thereof, all temporary works, including the access road, the footbridge, the site compound, and the noise attenuation barrier must be removed, and the Special School land forming part of the site must be restored to its present condition.
Condition 16
All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the buildings, whichever is the sooner. Any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species.
Condition 17
The temporary access must be constructed in accordance with drawing number A/G 3314/ X4000 Rev. P3 received on the 6th February 2004.
