The proposal involved converting and extending an existing barn into a single dwelling, alongside converting and extending an outbuilding to provide ancillary accommodation for an elderly person and staff. The barn was noted by the officer as architecturally attractive and making a positive contribution to the character of the surrounding countryside, but was effectively redundant in its existing use. The officer assessed the impact on the neighbouring property and found that the main barn and associated works would not unacceptably affect the neighbour's enjoyment of their dwelling. On balance, the officer judged the scheme acceptable, and the Planning Committee agreed, granting permission subject to nine conditions.
The scheme was considered acceptable because the barn was redundant, architecturally attractive, and its conversion would not harm the character of the countryside. The Planning Committee permitted the application in line with the officer's recommendation.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to drawing numbers $03 / 57 / 06$ $03 / 57 / 02 \operatorname{Rev}$ A $03 / 57 / 01$ $03 / 57 / 05$
Condition 3
This approval relates to (a) the conversion and extension of the main barn to form a single residential dwelling and (b) the conversion and extension of the adjacent outbuilding to form additional living accommodation to be used ancillary to the enjoyment of the main dwelling. The latter must not be used as a separate residential unit. This approval does not allow for the demolition and rebuilding of any part of the existing buildings.
Condition 4
All existing stonework must be retained as such and must not be rendered, painted or similarly treated.
Condition 5
The roof(s) must be finished in dark natural slate.
Condition 6
All new windows and doors must be timber framed.
Condition 7
Prior to the commencement of works additional details must be submitted to demonstrate (a) how the glazing features on the gable elevations are to be tied into the roof structure and (b) the detailing of the sections of the proposed glazing bars.
Condition 8
All roof lights must be heritage style.
Condition 9
Notwithstanding the provisions of the Town and Country Planning (Permitted Development) Order 1983 (or any Order revoking or re-enacting that Order) no greenhouses, fences or garages shall be erected (other than those expressly authorised by this approval.)
