In pursuance of powers granted under the above Acts and Order the Department of Local Government and the Environment does hereby APPROVE the application made by you.

Proposal: Erection of a block of seventy four apartments with car parking and landscaping on land at Corner Of Premier Road And Mooragh Promenade, Ramsey

which was considered on 16 January 2004, subject to compliance with the conditions specified on the attached schedule.

Note 1: This permission refers only to that required under the Town and Country Planning Acts and does not include any consent or approval under any other enactment, bylaw, order or regulation.

Note 2: No works may be commenced until such time as:

• the time for requesting a review of the initial decision has expired; or
• any review of the initial decision has been completed; or
• the time for requesting an appeal in relation to the decision has expired; or
• any appeal has been completed.

Note 3: Rights of the review of the decision are attached.

Schedule Of Conditions

1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
2. This approval relates to drawing numbers $2192 / 01,2192 / 02,2192 / 03,2192 / 04$, 2192/05, 2192/06, 2192/07, 2192/08, 2192/09 date stamped the 19th August 2003 and drawing number 2192/13 date stamped 11th December 2003.
3. Prior to the commencement of any works on site the Subterranean Clover, Suffocated Clover, Rough Clover and Knotted Clover identified must be relocated elsewhere to the satisfaction of the Department of Agriculture, Fisheries and Forestry. This procedure must be agreed with and carried out under the guidance of the Department of Agriculture, Fisheries and Forestry.
4. No unit shall be occupied until the car parking and turning area has been completed to the satisfaction of the Planning Authority.
5. No development may commence on site until the Planning Authority has agreed a method statement for the construction of the proposed development. Such method statement should include details of the hours of operation, the construction traffic and parking arrangements and the operation of any building compound.
6. No development may commence until details of the proposed cills, raised render bands, parapets, Manx stone, balconies, railings and turrets have been submitted to and agreed by the Planning Authority. Such details should suitably explain the proposed material finishes for the building and elevational relief treatment.
7. No development may commence until specific detail of the landscaping, as shown on drawing number 2192/02, have been submitted to and agreed by the Planning Authority.
8. No development may commence until the Planning Authority has agreed details of the proposed colours of the various paint finishes and powder-coated railings.

NOTE The applicant is advised to discuss the relocation of the various clovers with the Department of Agriculture, Fisheries and Forestry's Wildlife and Conservation Office, tel: (01624) 842335. It is understood that the Manx Wildlife Trust are willing to assist in any relocation work, contact Duncan Bridges tel: (01624) 801985 .

NOTE The applicant is advised to consult with the Fire Prevention Officer with regard to the provision of appropriate fire prevention measures.

NOTE The applicant must obtain approval from the Operations Section of the Department of Transport before carrying out any work within the highway. This requirement includes the use of the highway during the construction phase, including safety measures and provisions for pedestrian movement past the site. Telephone (01624) 686665.

NOTE The vehicle footway crossing shall be constructed in compliance with Manx Roads 2.

NOTE It should be noted by the developer that it is unlikely in the future that applications for the installation of satellite antennae attached to the front of the building will be favourably received. As such, the developer is encouraged to make arrangements for the installation of one communal supply of terrestrial and satellite television which will serve the whole building with antennae which are discreetly positioned - preferably on the roof or attached to any chimney stacks which may appear on the property.

NOTE The applicant/developer is advised to discuss any plans or information relating to condition 6 with the appropriate Planning Officer prior to their submission.

This decision was made by the Planning Committee constituted in accordance with Paragraph 2 of Schedule 1 of the Isle of Man Planning Scheme (Development Plan) Order 1982.
