Corner Of Premier Road And Mooragh Promenade Ramsey
The application sought permission to erect a six-storey apartment block containing 74 residential units, with 112 associated car parking spaces provided at ground floor and basement level, on land at the corner of Premier Road and Mooragh Promenade in Ramsey — a site known locally as the Manor House site. The site had been the subject of several earlier planning applications dating back to the 1980s, and a previous consent for a six-storey scheme of similar footprint had been approved under PA96/1121. The officer also noted that the Wildlife and Conservation Office had recorded evidence of various flora on the site requiring protection. Despite these concerns, the officer concluded that the relationship of the proposed block to adjacent bungalows was comparable to that of the existing Premier Court development nearby, and that the distance between the proposal and neighbouring dwellings was sufficient to avoid overlooking or privacy harm. The application was approved by committee, subject to nine conditions.
The officer recommended approval, finding that the scale and footprint of the proposed block was consistent with a previously consented six-storey scheme on the same site, and that separation distances were adequate to address overlooking concerns. The committee agreed, granting permission subject to nine conditions, which would have addressed matters such as flora protection and other identified issues.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
This approval relates to drawing numbers 2192 / 01,2192 / 02,2192 / 03,2192 / 04, 2192 / 05,2192 / 06,2192 / 07,2192 / 08,2192 / 09 date stamped the 19th August, 2003, and drawing number 2192 / 13 date stamped 11th December, 2003.
Condition 3
Prior to the commencement of any works on site a scheme shall be agreed for the relocation of the Subterranean Clover, Suffocated Clover, Rough Clover and any other agreed rare plants to an alternative location, and the scheme shall be carried out before other works commence in accordance with procedures set out in the scheme and carried out under the guidance of the Department of Agriculture, Fisheries and Forestry.
Condition 4
No unit shall be occupied until the car parking and turning area has been completed to the satisfaction of the Planning Authority.
Condition 5
No development may commence on site until the Planning Authority has agreed a method statement for the construction of the proposed development. Such method statement should include details of the hours of operation, the construction traffic and parking arrangements and the operation of any building compound.
Condition 6
No development may commence until details of the proposed cills, raised render bands, parapets, Manx stone, balconies, railings and turrets have been submitted to and agreed by the Planning Authority. Such details should suitably explain the proposed material finishes for the building and elevational relief treatment.
Condition 7
No development may commence until specific detail of the landscaping, as shown on drawing number 2192/02, have been submitted to and agreed by the Planning Authority.
Condition 8
All landscaping detailed in the submission required under Condition 7 above shall be carried out in accordance with the approved details. The works shall be carried out prior to the occupation of any part of the development or in accordance with a programme agreed with the Planning Authority. If within five years from the date of the planting of any tree that tree or any tree planted in replacement for it is removed, uprooted, or is destroyed or dies, or, in the opinion of the Planning Authority, becomes seriously damaged or defective, another tree of the same species and size as that originally planted shall be planted in the same place unless the Planning Authority gives its written approval to any variation.
Condition 9
No development may commence until the Planning Authority has agreed details of the proposed colours of the various paint finishes and powder-coated railings.
