The proposed impact of the new proposal will be less than that approved in some respects as although the proposed building is larger it is no higher at its highest and largely lower than the previous indicative scheme in principle. The layout is more of the type of garden centre seen in the UK (there's a large one in the lake district) and is more customer-friendly than the previous scheme. It has a café (not unlike, though larger than that at Kirby Garden Centre), the offices are smaller. The only things which do not fit in entirely with the cup is the inclusion of "stshonery cards and gifts" which although go hand in hand with this sort of thing in the UK do not within the provisions of the cup or strictly in accordance with our policies on undesig- nated land. Kirby the proposals in the emerging Briddon Plan are adopted, the land will be allocated for industry and general retailing will not be permitted. Access will be via the existing furniture and the buffer of landscaping appeared under PA02/978 will be maintained. This scheme does not comply completely with the up but with careful conditions could promote a successful facility and enable Riley's to relocate from an unacceptable location.
