The proposal sought outline approval to erect a second dwelling with garage in the rear garden of Tree Cassyn, replacing an existing single garage. Indicative plans showed a suggested siting, floor plans, and three elevations. The site's rear garden is overgrown and surrounded by mature trees whose canopies extend well into the available space. Access to the site relies on a gravel track from Tromode Road that is overgrown and little-used, with very limited visibility at its junction with the highway. The Planning Committee, following the officer's recommendation to refuse, concluded that neither the access track nor its junction with Tromode Road could safely accommodate the traffic a new dwelling would generate, and that development in this location would likely result in the loss of mature trees.
The Planning Committee refused the application on two grounds. First, the existing access track and its junction with Tromode Road are unsuitable for the volume and type of traffic, including public service vehicles, that a new dwelling would generate. Second, development as proposed would be likely to cause the immediate or eventual loss of mature trees on the site.
