Officer’s Report THE APPLICATION SITE
1.1 The application site is the residential curtilage of 41 Briarfield Avenue, Onchan which is a detached bungalow situated to the most eastern end of the Briarfield Avenue cul-de-sac. The property sits within a wider urban housing estate setting within Onchan.
4.2 When looking at strategic plan policy the Isle of Man Strategic Plan 2016 contains one policy that is considered of specific relevance to the assessment to this application, General Policy 2 which states "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

5.1 Highway Services have No Highways Interest in this application (24.12.20).
5.2 Onchan have requested to defer the application till the 11th January 2020 (18.12.20), no additional comments have been received.
ASSESSMENT 6.1 The key issue to consider in the assessment of this planning application is the potential impacts upon the visual amenities of the street scene.
6.2 The existing dwelling and its chimney stack are of no particular architectural or historic interest to warrant the retention of the chimney stack. The stack is not considered to contribute to the appearance of the dwelling, its removal and re-roofing over to match the existing dwelling is expected to create a uniform appearance throughout the roofscape
6.3 The stack itself is relatively small and to the rear of the property. Even though the stack can be seen from a public vantage point of Briarfield Avenue, this is minimal due to the properties location within the cul-de-sac and as such the removal of the chimney stack will not overly change the streetscene enough to warrant refusal. CONCLUSION - 7.1 For the above reasons the proposal is considered to comply with General Policy 2 of the Isle of Man Strategic Plan 2016 and therefore acceptable.
