Planning permission on this site was applied for by Redacted in August 2015 for the planning permission to build 2 larger dwellings (as opposed to 4 smaller homes previously applied for by Haven Homes Ltd.) and the plans were approved on 20th October 2015.
The house previously approved on Plot 2 was the smaller of the two approved plans (15/01008/8).
On January 17th 2020, Redacted sold Plot 2 to Guiding Star Entertainment Holdings Limited. This was confirmed on 7th August 2020 by the Isle of Man Land Titles Office – Title Number 41-06624). Prior to purchasing the land, Redacted Redac (of Guiding Star Entertainment Holdings Limited) advised Redacted Redacted that they would apply to change the house size approved on Plot 2 for a larger home to accommodate visiting family and a home office and that the house would be similar in size to the house approved on Plot 1 (15/01008/8).
The site is situated off Station road, Port St. Mary and is accessed by the vehicular lane between the railway station and the public house. It lies between Ballaghreiney and the former gasworks site/Haven Homes development.
The site is not generally viewed from the main junction off Station Road as the hotel and station buildings screen the site. However, it can be seen in the distance from several locations across the adjacent farm fields.
There will be no change of use from approval 15/01008/8.
Approving the minor changes to the home on plot 2 will have no impact for Highways as per the approval 15/01008/8. Onsite parking will remain with 2 external parking spaces and a single parking space in the garage.
Existing mains fowl drainage is provided along the lane to serve Ballaghreiney and the adjacent railway and hotel buildings. This connects to the main sewer in Station Road. As per the application from Redacted in August 2015, the proposed dwelling on plot 2 will connect to the main sewer via a new inspection chamber in the lane.
Surface water will drain to soakaways or a rainwater harvesting system contained within the site boundaries.
Connecting services will be as per the approval 15/01008/8. Mains services are available along Station Road and already extend along the lane to serve the existing dwelling at Ballaghreiney and the former gas works site.
Per planning application approved 15/01008/B - Trees 2 and 3 could be/have been removed. Per email with Planning office on 21st February 2017, trees 5, 6 and 7 may also be removed. (see appendix A)
Given that Haven Homes will be digging up the current roadway and laying a new roadway (Access Lane per image below) that will be accessed by:
Haven Homes will be disturbing the roots of the remaining sycamore trees (\#s 4, 8, 1, 10, 11, 12, 13, 14) making them unsafe in their proximity to our proposed home, it is our plan to remove those remaining trees.

The structure of the home will be insulated concrete forms which is a steel reinforced solid concrete core. This product is made from recycled polypropylene, reducing waste and the houses carbon footprint. It will lower our energy bills, provide a fire protection rating of up to 4 hours and has improved ventilation for healthier indoor air and environment less susceptible to mould. The walls have an R-Value of 23.59 which is 2.59 points above the highest recommended R value.
The structure is a standard height 2 story home with an ceiling on the lower level and a ceiling on the upper level. The overall height of the structure will be lower than both the Railway Station and the Station Hotel and will be similar to the home on plot 1 given that the datum of the home will match the road height of access lane and will therefore be 700 mm lower than the home on Plot 1.

Taking into consideration the roof pitches in the surrounding buildings, the Railway Station, the Station Hotel, Ballaghreiney and the pitch of the home to be built on plot 1, we have opted for a complimentary variety of roofing pitches. East facing pitch will be for main roof and for dormer windows, North facing pitch will be for the main roof and for dormer windows (North and South facing).
The planning officer has been consulted to provide pre-application advice. The importance of the design, in particular the roof style, in reference to the adjacent station and hotel was stressed to the applicants.
