Planning Officer Report ### The site ‘Bwoaillieecowle’, Starvey Road, Cronk-Y-Voddy, German. The site is to the west of the Starvey Road and the ancient monument Mananan’s Chair. The site is 7.6 acres in size and accommodates a ruined cottage (9.54m x 5.18m). It is visible from the road but the cottage merely consists of four walls. Access is via a public byway/footpath which passes the site directly. It is not suitable for traffic. The area is unspoilt, open, and an area of High Landscape Value. ### History None ### The proposal Approval in principle for a. the rebuilding of the Manx cottage with extensions b. rebuilding of the disused outbuildings (no details provided) and c. the creation of a new access road off the Starvey Road. Also to reinstate the stream and well. The aim is to create a smallholding - there is no mention of any specific agricultural use although the applicant is the tenant of the land. ### Assessment The area is in an attractive area of open countryside. The ruin sits comfortably in the landscape and is part of the character of the area. The rebuilding of the cottage would be contrary to general policy guidance relating to new development in the countryside. The new access and driveway would be out of keeping and unwarranted. The design of the replacement house is large, bulky and totally inappropriate. ### Views DAFF - object to any development of the lower marshy fields which surround the ruin.
