The application proposed to reinstate a former dwelling and outbuildings at Bwoailliecowle, a 7.6-acre site to the west of Starvey Road, near the ancient monument Mananan's Chair. The site contains a ruined cottage measuring approximately 9.54m by 5.18m, visible from the road, set within unspoilt open countryside designated as an area of High Landscape Value. The existing ruin was considered to sit comfortably within the landscape and contribute to its character. Officers found that rebuilding the cottage would conflict with general policy on new development in the countryside. The proposed replacement dwelling was assessed as large, bulky, and wholly inappropriate in design. A new access and driveway were also considered out of keeping and unjustified, given that the existing access is a public byway unsuitable for traffic.
