The proposal is before the Planning Committee as the officer is recommending approval and the Local Authority has made written representations objecting to the application on planning grounds.
The application site represents the residential curtilage of the "Pavilion Apartments" Fairway Drive in Ramsey. The apartment blocks are sited to the north of Fairway Drive and to the west of Claughbane Drive.
The proposed planning application is seeking approval for the erection of two "For Sale" signs on the eastern elevation of the apartment blocks. The signs would be plastic with printed lettering with a gloss finish. The signs would measure 1346mm x 6248mm (53" x 246").
The application site is within an area zoned as "Predominantly Residential Use" under the Ramsey Local Plan, adopted by Tynwald 1998. The Isle of Man Strategic Plan 2007 contains one policy that is considered specifically material to the assessment of this current planning application - General Policy 6: "Within our towns and villages, the display of external advertisements will be permitted on the site or building to which they relate provided they:
There are no previous planning applications to be considered in the assessment and determination of this application.
The Department of Transport Highways Division do not oppose - has no traffic management, parking or road safety implications.
Ramsey Commissioners have objected to the application stating that the proposed advertising signs are unsightly, particularly in the locations as proposed and are not considered to be in keeping with the appearance and status of The Pavillions apartment blocks.
The owner and / or occupier of 4 Fairway Drive, Ramsey has objected to the proposed application. The issues raised are summarized as follows: the area is a highly rated residential area; for 2 years there have been ugly advertising hoardings in the area and should not be subject to commercial advertising.
Given the nature of the proposed development it is appropriate to assess the design and siting of the signs, the impact upon the surrounding area and the highway safety the proposal may have.
It is considered that the appearance of the proposed signs would be acceptable as the design and material used, would be of a relatively high standard. The proposed "For Sale" signs relate to the building which they are to be displayed and are similar to many others seen throughout the Island for this particular purpose.
The proposed signs are not too intrusive within the locality as each sign would be appropriately scaled, mounted on the side elevation of the apartment block and set back approximately 40 m from Claughbane Drive and 15 m from Fairway Drive. With the proposed signs sited on the eastern elevation of the apartment blocks they would only be viewed from the junction of Fairway Drive and Claughbane Drive or Claughbane Drive, which is judged to be sufficient distance as not to have a dominant impact on the surrounding area and without having an unduly adverse impact on the character of the locality as to warrant a refusal of the application.
Furthermore, with the siting of the signs a considerable distance from the roadside and against the side elevation of the apartment blocks, they would not cause a highway hazard and the lack of opposition from the Department of Transport Highways Division is taken as further evidence that the proposal should not cause undue harm to highway safety.
For these reasons the proposal is considered acceptable and it is recommended that the planning application be permitted.

The owner and / or occupier of 4 Fairway Drive, Ramsey has not been awarded party status as they do not adjoin the application site and would not be able to view the proposed signs from their property.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the submitted Drawings 01, 02, 500 and Photographs x3 all received on 21st December, 2009.
C 3. The signs hereby permitted must be removed on or before 19th March, 2012 and the eastern elevation shall be restored to its former condition on or before 19th April, 2012.

As a result of discussions at the Planning Committee Meeting is was agreed that Condition 1 should be removed as it conflicted with Condition 3. As such, Conditions 2 and 3 remain for this Planning Application.
