The site represents the residential curtilage of Rhianfa, Ballafayle, Ramsey, located on the eastern side of the A15 and south of Ballajora Crossroads.
The application site is within an area recognised as being an area of 'white land', under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area; but is within an area zoned as High Landscape or Coastal Value and Scenic Significance.
Due to the zoning of the site, and the nature of the proposed development, the following Planning Policy is relevant in the consideration of the application:-
Policy 2: The present system of landscape classification of Areas of High Landscape or Coastal Value and Scenic Significance (AHLV's) as shown on the 1982 Development Plan and subsequent Local and Area Plans will be used as a basis for development control until such time as it is superseded by a landscape classification which will introduce different categories of landscape and policies and 18 September 2009
guidance for control therein. Within these areas the protection of the character of the landscape will be the most important consideration unless it can be shown that:

PROPOSAL The proposal seeks approval for the erection of an extension to dwelling house. The proposed extension would have a width of 3 metres and a depth of 7 metres.
Highways Division:- "Do not oppose has no traffic management, parking or road safety implications." Maughold Commissioners have no concerns but make the following comment:- "However, drawing number R1 dated 20.07.09 and received by the Planning Office on 10th August has indication of a new vehicular access which is not signalled in this application but appears to be signalled in PA 09/01398/B. The Commission seek clarification of this matter (see comment on 09/01398/B)."
The Authority has received no privately written representations objecting to the application.
The proposed extension would be rather modest in size given the size of the existing dwelling. From the nearby public highways the proposal would be totally screened, given the size and particularly being located to the rear elevation. Additionally, given the proposed design and finish the proposal would be in keeping with the existing dwelling and therefore would not have a detrimental impact upon the visual amenities of the existing property.
No overlooking resulting in a loss of privacy over the neighbouring property Ballafayle Cottage would occur given the significant boundary landscaping.
Overall, it is considered the proposal in this location would not have any detrimental impacts upon the visual amenities of the surrounding countryside or upon the residential amenities of the neighbouring properties. For these reasons the proposal is considered to be appropriate in this location and the application is therefore recommended for an approval.
It is considered that the following parties meet the criteria of Government Circular 1/06 and should be afforded interested party status:

This approval relates to the erection of an extension to dwelling house (excludes driveway alterations) as proposed in the submitted documents and drawings Plan A and R1 all received on 10th August 2009.
