The application site represents the curtilage of 36 St Germans Place, Peel, a mid-terrace property situated on the south western side of the road. The property is one of three dwellings at the end of the terrace which are stepped back from the front line of the terrace. To the rear of the property is a single storey outlet with a mono-pitch roof.
This application seeks approval for the demolition of the existing single storey extension and the erection of a erection of a two storey extension to create a rear outlet. This would retain the roof design of the existing outlet and would provide an upstairs bathroom. The extension would be finished to match the existing property. A set of double doors would be installed to the rear elevation of the property at ground floor level.
The application site is located within an area identified as being predominantly residential by te Peel Local Plan. The site is not within a conservation area. Paragraph 8.12.1 of the Isle of Man Strategic Plan states: "As a general policy, in built up areas not controlled by Conservation Area or Registered Building policies, there will be a general presumption in favour of extensions to existing property where such extensions would not have an adverse impact on either adjacent property or the surrounding area in general."
The following previous planning application is considered relevant in the assessment and determination of this application:
01/00968/B sought approval for the installation of uPVC windows to replace existing. This was permitted.
Peel Town Commissioners do not object to this application. The Department of Transport Highways Division does not object to this application.
The main issues to be considered in the consideration of this application are whether the proposed extension would not have an adverse impact on either adjacent property or the surrounding area in general.
It is judged that due to the orientation of the terrace and the set back of this property form the adjacent property to the north west, the proposed extension would not adversely affect the amenities of that property. The property to the south west would not experience an unacceptable loss of light due to its position in relation to the proposal site. A window is proposed to the side elevation of the extension which would face towards number 38 however as this window serves a bathroom, it is judged appropriate to require that is be fitted obscured glazing which would prevent overlooking.
The roof of the proposed extension is to be fibreglass. Subject to this being a dark grey colour, it is considered that the proposed roof finish is acceptable.
The proposed double doors are considered to be unobjectionable.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to alterations and the demolition of the existing single storey rear extension and the erection of a two storey rear extension, 36 St Germans Place, Peel as shown by P0912501P1, P0912502PZ, P0912503P8 all received 14th May 2009.
C 3. The external walls of the extension must be finished so as to match the existing property.
C 4. The fibreglass roof must be dark grey in colour to match the roof of the existing property.
C 5. On installation the windows serving the first floor of the approved extension must be fitted with obscure glazing which is obscured to at least Level 5 of Pilkington's Guide to window obscurity.
