The application sought retrospective approval for alterations and the installation of a window to the north elevation of a detached garage to the rear of Bluebell Cottage, accessed across the River Nebb via a bridge. The site sits within an area zoned as Open Space under the St Johns Local Plan (Policy OS/P/1), which restricts development other than in areas specifically designated for it. The Planning Committee, aligning with the officer recommendation, found this additional height created a significantly more prominent structure with increased visual impact as viewed from Patrick Road, to the detriment of the Open Space designation.
This prominence causes harm to an area zoned as Open Space under the St Johns Local Plan, where development is restricted. The Planning Committee refused the application on this basis.
