Officer's Report
The proposed works are not readily visible and would not adversely affect the visual amenities of the locality. I therefore recommend that planning permission be granted subject to conditions.
The notes suggested by consultees are not material planning considerations and for that reason are not attached to the report, as part of the recommendation.
Inland Fisheries of DAFF have commented that the development must be a minimum distance of 8 metres away from the watercourse. The proposed development will be set 8m away from the River Glass. I consider the proposal accords with DAFF's requirements.
PARTY STATUS
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
Since the development is in close proximity of the river, the Inland Fisheries of DAFF should be afforded party status in this instance.
The comments from the Manx Electricity Authority are not a material consideration and should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of an extension to accommodate a third hyerbaric chamber as shown in drawing numbers P01, P02, P03 and photographs date stamped 7th January 2009.
I confirm that this decision accords with Government Circular No 56/08 (Delegation of Functions to the Acting Senior Planning Officer), GC 55/08 for Advertisements and 69/08 for Registered Buildings.
