Planning Application for the Storage of Dredged Silts on Land at Poortown for a Period of up to Five Years.
Supplementary Information and Replacement Plan - 16th June 2015
In April 2015 the Department of Infrastructure (DOI) submitted a retrospective planning application for the construction, on land adjacent to Poortown Quarry, of a containment cell for the storage of the dredged silts for a period of up to 5 years, and a six series settlement lagoons, to allow the DOI time to identify, and undertake assessment of, options for its final disposal.
The purpose of this supplementary information is to provide an update on the operational aspects of the development and to submit a revised Plan 1 which includes information on change in ground level in field 314574
Operational Update
a) Marina dredging, transportation of silts to, and deposit of silts within, the engineered cell at Poortown, finished on Saturday 30th May 2015. Prior to the initial deposition of silts, internal secondary bunds were constructed from overburden (Plan 1 – Plan on Proposed Bund) to aid controlled drainage of silts.
b) A total of 10,173 tonnes of silt material was deposited.
c) The silts have been covered with soils a holding restoration measure for the two week period over TT. A full review of the temporary restoration scheme will take place with DEFA after this period.
d) The site entrance has been made secure, and fencing has been installed around the temporary car park area (Plan 1 – Plan on Proposed Bund) and lagoons.
e) The lagoons have been re-engineered to ensure a gradient flow of water across each settlement pond and fully lined with impermeable plastic sheeting. ‘Pig socks’ have been installed and a gabion straw filled basked is being emplaced in the final settlement pond to act as a further silt trap. Flocculant is available and can be added to aid precipitation of suspended solids within the lagoon in the event that sampling detects higher than acceptable levels of sediments. In addition in the event that sampling indicates higher than acceptable levels of heavy metals the inlet to the lagoons will be bunged and the lagoon water cleared.
f) Discharge into the lagoons continues to be monitored ad levels of heavy metals and PAH’s monitored. The results of the most recent monitoring are included in Annex 1.
g) The portable site cabin, all plant and equipment, return internal hall-road, HGV wash-out area and cell for HGV discharge, have been removed and terraced profile of the field re-graded
h) The groundwater emanating from the pipe below the liner and southerly bund is being monitored. i) An application for a discharge consent has been submitted to DEFA. j) Dredging operations were required over a number of Saturdays. On each occasion a public notice was issued and local residents informed.
