1.1 The application site is the curtilage of 12 Hildesley Road, Douglas which is a mid-terrace two storey property which is situated to the northern side of the highway. The property forms part of an attractive traditional terrace which is within the Selbourne Drive Conservation Area.
2.1 The application seeks approval for the installation of a replacement front door. The proposed door would have six panels and would be of solid construction. The door would be finished with Rosewood colour.
2.2 Also proposed is the installation of replacement windows. These would also be uPVC and would be finished with Rosewood colour.
3.1 There are no recent previous planning applications.
4.1 The application site is within an area zoned as "Predominantly Residential" identified on the Douglas Local Plan 1998. The site is also within the Selbourne Drive Conservation Area. Given the nature of the application it is appropriate to consider Environment Policy 35 of the Isle of Man Strategic Plan (20th June 2007) and Planning Circular 1/98.
Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development.
If the original windows are in place they should preferably be repaired. If repair is impracticable, replacement windows which would be readily visible from a public thoroughfare must have the same method of opening as the originals. Whatever the material used in their construction, the windows must have the same pattern and section of glazing bars and the same frame sections as the original windows.

Windows not readily visible from a public thoroughfare must have the same or similar pattern of glazing bars as the originals, but not necessarily the original method of opening, whatever the material used in the construction.
6.1 The application seeks approval for the installation of replacement windows and replacement front door. The main issue to consider in the assessment of the application is the impact upon the character and appearance of the Conservation Area.
6.2 The proposed windows and front door would be similar in design to the existing but they would be finished in Rosewood uPVC.
6.3 The existing windows and doors are not the originals; the replacements would be finished in a style to match the existing. The proposed windows and door would preserve the existing character and appearance of the property.
6.4 While the proposed windows would not have the original method of opening, the majority of windows within the terrace are top opening casements. It is considered that the original character of the street scene has been watered down over time with the installation of casements.
6.5 It is considered that the replacement windows and door would not have an unacceptable impact upon the Conservation Area and is therefore recommended for approval.
7.1 The local authority, Douglas Corporation is, by virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, paragraph 6 (4) (e), considered an "interested person" and as such should be afforded interested person status.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
The development hereby approved shall not be carried out except in full accordance with the location plan, photographs, elevation and proposed window details date stamped as having been received on the 24th February 2014.
