Permission was granted for the installation of replacement windows and a door at 12 Hildesley Road, Douglas, a mid-terrace two-storey property on the northern side of Hildesley Road. The property sits within the Selbourne Drive Conservation Area and forms part of what the officer described as an attractive traditional terrace. The main planning consideration was whether the proposed replacements would affect the character and appearance of that Conservation Area. The application was approved by delegated decision on 7 April 2014, subject to two conditions.
The Department of Infrastructure approved the application. The key planning consideration was whether the replacement windows and door would harm the character and appearance of the Selbourne Drive Conservation Area, and the proposal was found acceptable on that basis.

Environment Policy 35: Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development. 7.30 Development adjacent to Conservation Areas 7.30.1 It is often the case that important views into and out of a Conservation Area can contribute significantly to its character. It is necessary to assess the impact any development adjacent to conservation areas may have on such views.

If the original windows are in place they should preferably be repaired. If repair is impracticable, replacement windows which would be readily visible from a public thoroughfare must have the same method of opening as the originals
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
The development hereby approved shall not be carried out except in full accordance with the location plan, photographs, elevation and proposed window details date stamped as having been received on the 24th February 2014.
