The proposal involved erecting two business units — Unit 7 and Unit 8 — on the former Laundry Building site at Tromode Estate, Carrs Lane, Douglas. Unit 7 was intended to provide business services including document management, storage, scanning, shredding, cleaning and caretaking, alongside offices. Unit 8 was proposed for light industrial use with associated distribution, storage, offices, research and development, IT and showroom functions. Both units were to be accompanied by associated infrastructure and landscaping. The Planning Committee determined the application and granted permission, subject to six conditions including one requiring that shredder equipment in Unit 7 accord with a specified technical standard.
The Planning Committee approved the application. One condition specifically controls the shredder equipment in Unit 7 to a defined technical specification, suggesting noise or operational impact from that equipment was a material consideration that was resolved through the condition rather than treated as a reason for refusal.
Condition 1
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Condition 2
The development hereby permitted shall not be carried out except in full accordance with the following plans: Drawing Number 1309C 01 (measured survey), 166411 P-04 (Unit 7 floor plans), M1 UA005970 01, M2 UA005970 01, M3 UA005970 01, M4 UA005970 01, M5 UA005970 01 (flood related) and 13-096 10 (drainage plan) received on 25 November 2013; and Drawing Numbers 166411 P-01A (site location plan), 166411 P-02A (site survey), 166411 P-03B (site layout), 166411 P-05D (Unit 7 elevations), 166411 P-06C (Unit 8) received on 20 December 2013.
Condition 3
The development hereby approved shall not be occupied until the parking, turning and loading areas have been provided in accordance with the approved plans. Such areas shall not be used for any purpose other than the parking, turning and loading of vehicles associated with the development and shall remain free of obstruction for such use at all times.
Condition 4
There shall be no vehicle movements to and from the lorry parking area, located to the rear of Unit 7 next to the former Steam Engine House as shown on Drawing Number 166411 P-03B received on 20 December 2013, outside the hours of 0800 and 1830 on weekdays; and outside the hours of 0900 to 1300 hours on Saturdays and Sundays. There shall be no such movements on public holidays.
Condition 5
The shredder equipment to be housed in Unit 7E shall accord with the specification provided by the agent, by cover of their email of 17 January 2014 and entitled 'Operating Instructions VZM 17.00', unless the Planning Authority grants its prior written approval to any variation.
Condition 6
No works shall be carried out on or from the bank or channel of the River Glass to the west of the site, unless in accordance with a method statement that has first been submitted to and approved in writing by the Planning Authority
