The Site
The application site relates to Field 321916, Cooil Road, Marown. The Field is adjacent to the A24 and also borders a public track which leads from the A24 to the A26.
The Proposal
This application seeks approval for the installation of a vehicular gated access into the field providing access to the track and onto the A24. There is an existing field access which serves the field (see aerial photograph) however the applicant has stated that this is difficult to use due to restricted visibility. The new access would benefit from the visibility splays available at the existing junction.
Planning Status
The application site is located within an area identified as being white land by the 1982 Development Order.
Planning History
There have been no previous planning applications relating to this site.
Representations
Marown Parish Commissioners do not oppose this application. The Highways Division does not oppose this application.
Assessment
The main issues to consider in the assessment of this application are visual amenity and highway safety.
In terms of visual amenity, the proposed access would be of a scale and form that is typical of field accesses in the countryside and in the location proposed would have a limited impact that would not be harmful.
The additional access positioned so as to take advantage of improved visibility splays is judged to be of benefit to highway safety.
Recommendation
It is concluded that the proposed development would not cause undue harm to the locality in terms of amenity and would represent an improvement in terms of highway safety.
Party Status
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded Interested Party Status:
Marown Parish Commissioners Accordingly the following parties are not granted Interested Party Status: The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

C 2. This approval relates to the construction of a field access, Field 321916 Cooil Road, Marown as shown by SRS1, SRS2 and SRS3 all received 30th September 2010.
