Field 321916, Cooil Road, Douglas, Isle Of Man, IM4 2ah
The application sought permission to create a new gated vehicular access into Field 321916, which lies adjacent to the A24 and borders a public track connecting the A24 to the A26. An existing field access already served the field, but the applicant stated it was difficult to use safely due to poor visibility. The new access was positioned to take advantage of better visibility splays available at the nearby existing junction. The two main planning issues were visual amenity and highway safety. On amenity, the access was judged to be typical in scale and form of a countryside field access, with only limited visual impact that would not be harmful. On highway safety, the improved visibility splays at the new location were considered a positive benefit over the existing arrangement.
The proposal was approved because the new access would be of a scale and form typical of rural field accesses and would not harm the visual character of the area. Its positioning to take advantage of improved visibility splays was judged to be a benefit to highway safety compared to the existing access.
