Due to the innovative nature of the proposed large window and shutters to the north east elevation of the dwelling, the main issue concerning Housing Policy 15 is whether or not these would be considered to be an appropriate development, respecting the proportion, form and appearance of the existing property. Planning Circular 3/91 (Guide to the Design of Residential Development in the Countryside) indicates what appropriate and inappropriate alterations and extensions to traditional properties might be, but as this current proposal is unique, it is difficult to assess it in relation to this guide. Although the proposed large window and shutters would be modern in form and would alter the appearance of the north eastern corner of the dwelling, this is not the front of the house, which is the most recognisable elevation of a traditional Manx dwelling. The overall impact of the dwelling would not be increased and as the property is only publicly visible from a distance, when the shutters are closed, it would be difficult to see that the window was there. It is therefore felt that on balance, this proposal would be an acceptable form of development for this particular property and that it complies with Housing Policy 15 in the Isle of Man Strategic Plan 2007. Planning Circular 1/98, The Alteration and Replacement of Windows; The policy which is relevant for this proposal is policy 7 , part ii), because the property is a traditionally styled dwelling in the countryside. The policy states that when such dwellings are to have replacement windows on the principal elevations, which are readily visible from public thoroughfares, it is preferred that the new windows have the same method of opening as the originals. The material used to construct the new windows is not restricted, but they must have the same or similar pattern and section of glazing bars and the same or similar frame sections as the originals. When windows are to be replaced where they are not on a principal elevation and not readily visible from public thoroughfares, it is preferred that they have the same or similar pattern of glazing bars as the originals, but not necessarily the original method of opening. The material used to construct the windows is not restricted. It is considered that although the windows are visible from public thoroughfares, this is only from a significant distance. It is difficult to see the style of the existing windows from this distance and it would therefore be incorrect to say the windows are readily visible from public thoroughfares. This proposal would alter the form of some of the more square shaped window openings, so that they would have a more traditional elongated shape. The existing windows are uPVC tilt and turn casements with no inner glazing bars. The proposed windows would be white aluminium framed casements and they would be centrally divided into upper and lower sections. There would be smaller glazing sections in the upper sections and the overall appearance would be much more traditional than the existing windows. It is not known exactly what the original windows looked like, but it is likely that they were timber framed sliding sashes and there may have been inner glazing sections. It is therefore judged that the proposed windows would be a visual improvement on the existing, more in keeping with the property and would have the same frame sections and similar pattern of glazing bars as the originals. The proposed windows therefore comply with Planning Circular 1 / 98. ## Recommendation For the above reasons, this application is considered to be acceptable and is recommended for approval. ### Party Status It is considered that the following parties, who submitted comments, should be afforded Interested Party Status; Maughold Parish Commissioners. It is considered that the following parties, who submitted comments, should not be afforded Interested Party Status; The Highways Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways Division cannot be afforded party status in this instance. Recommendation Recommended Decision: Permitted Date of Recommendation: 16.08.2010 **

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This approval relates to alterations and the erection of a front porch, as shown in drawing numbers ap(90)02, ap(90)01, ap(20)01, ae(20)01 and ae(ex)01, plus Photo01, all date stamped 1st July 2010, in addition to information in a letter from Dalrymple Associates, dated 28th July 2010 and date stamped 29th July 2010.
The external finishes of the extension must match those of the existing building in all respects. I confirm that this decision accords with the appropriate Government Circular delegating functions to the Senior Planning Officer.
