The Site
The site represents the curtilage of an existing dwelling situated on the western side of Crossag Road just at the junction with the A34 Phildraw Road. The property is a traditional cottage, similar to others in the vicinity. The property has large window apertures on the first floor on each side of a central window, which are subdivided into three sections with a square top light in each. The property faces east and the rear garden faces onto the Silverburn River with the public footpath to the west of this some 60 m away from the rear of the dwelling.
Planning Status
The site lies within an area designated on the Town and Country Planning (Development Plan) Order 1982 as High Landscape Value and Scenic Significance and on the draft Southern Area Plan which was published on 23rd October, 2009 as Residential. The site lies within the Silverdale Conservation Area.

The following applications have been submitted in respect of this site: PA 02/2454 - installation of uPVC windows and door in front elevation - refused PA 03/1350 - installation of coated aluminium windows - permitted
PA 07/0837 - construction of flat roofed extension - permitted
THE PROPOSAL Now proposed is the installation of a solar panel on the rear roof pitch. The panel will be 1800mm by 1800mm and 100mm deep and situated alongside existing rooflights on the lower part of the roof, roughly in the centre.
REPRESENTATIONS Malew Parish Commissioners indicate that they do not oppose the application
ASSESSMENT The property lies within a Conservation Area but the rear elevation, which would be altered by the proposed development, is some distance from any public view point. The impact of the panel on the roof must be balanced against the environmental gain from the collection of renewable energy. The panel will look like a large rooflight and it is considered that there will be no adverse impact from the proposal.
PARTY STATUS The local authority is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.
