Permission was granted for the erection of a detached dwelling and associated garage on a plot of land to the east of Station Road in St. John's village, Isle of Man. The site, roughly 42m by 42m, is accessed via a partly made-up roadway running between the local grocery store/Post Office and neighbouring properties. The dwelling was designed with a finished ground floor level approximately 0.5m above natural ground level, reflecting the site's east-to-west gradient. The application was decided under delegated authority and approved with six conditions attached.
The application was permitted under delegated authority. The officer recommended approval, and the decision was made on behalf of the Department of Infrastructure. Six conditions were attached to the permission.
Proposed Primary School
The site lies within an area designated on the St. John's Local Plan as Proposed Primary School.
Condition 1
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Condition 2
Prior to the commencement of works, a landscaping scheme shall be submitted to and approved in writing by the Department showing the trees and shrubs to be planted, together with a timetable for their planting. Particular regard shall be paid to the introduction of new trees and shrubs along the northern boundary of the site. The landscaping scheme shall be implemented in accordance with the approved details. If, within a period of 5 years from the date of planting, any tree or shrub is removed, uprooted, destroyed or dies, another of the same species and size shall be planted at the same place.
Condition 3
All existing trees and hedges within the application site shall be retained and afforded adequate protection during the development of the site, in accordance with a tree protection scheme that has been submitted to and approved in writing by the Department prior to the commencement of works. Unless and until the development has been completed, the protective fences shall not be removed, and the protected areas shall be kept clear of any building, plant, equipment, material, debris and trenching, and the existing ground levels maintained, and there shall be no entry to those areas except for approved arboricultural or landscape works.
Condition 4
Access to the dwelling shall be taken only from Station Road.
Condition 5
During the construction of the development hereby approved, deliveries of materials and equipment during term times shall not take place during the following periods: 08.00 to 09.00 hrs, 12.00 to 13.00 hrs and 15.30 to 16.30 hrs.
Condition 6
Notwithstanding the discrepancy between the plans and elevations on Drwg No 1030/PL02 Rev A, there shall be no windows on the eastern elevation of the projecting wing.
