The Site
The site is part of an approved development site which lies on the eastern side of Colby Glen Road on the former Colby Glen Football field. The layout of an estate was permitted under PA 11/0684 and involved 35 dwellings, a modified access, new surface water attenuation and drainage, landscaping, public open space and a pedestrian access into the Ballacubbon land to the south.
The estate involved a number of different house types - large detached properties which tended to be proposed towards the western end of the site alongside Colby Glen road, and the smaller, semi-detached and terraced housing, including affordable housing towards the eastern end of the site, closer to Ballacriy Park. The application site refers to plots 1, 2, 3, 11, 33 and 35 although plot 4 is also included in the application (this is the subject of PA 12/01442). Plots 1, 2, 3, 33 and 35 are large Oak type dwellings and plot 11 accommodates a Maple type.
The Proposal
Proposed is the addition of a sun room on the rear of the application properties. The sun rooms will be 4m by 4.3m in area, 2.25m to the eaves and 3.75m to the ridge. No information is provided regarding finishes but the extensions should be finished to match the main dwellings to which they will be attached. The sun rooms to be attached to the Oak types will be roughly in the centre of the rear elevation and on the Maple, offset to the left hand side of the rear elevation.
The provisions for access and drainage and the proposed landscaping remain as approved under PA 11/0684. That approval contained a number of conditions which required further information and plans to be submitted prior to the commencement of works was undertaken and this information has all been submitted and approved and works have commenced on site.
The development was also subject to conditions which required that the hydro brake control device in one of the manholes be fitted as soon as is practicable after the surface water drainage has been installed (condition 4): the drainage system as a whole is not proposed as part of this application. Also, the 2.4m by 45m visibility splays at the access to/egress from the development onto Colby Glen Road must be constructed prior to the construction of any of the residential dwellings (condition 7). The highway improvement
works detailed on plan 10/221/TR/005 dated 18th April, 2011 must be constructed prior to the occupation of any of the dwellings (condition 8). A further condition required that the roofs of the first row of housing (including some of the houses proposed in this application) should have slate-like roof covering a sample of which should be approved before being applied. A sample of Rivendale artificial slate, made by Marley Eternit was submitted and whilst these come in three colours - blue black, green or heather, approval of the satisfaction of this condition was conditional upon the slates being blue black.
Planning Status And Policy
The proposed development is part of an approved estate whose implementation has commenced. The site is designated on the Arbory and East Rushen Local Plan as Open Space - Playing Field. On the draft Southern Area Plan the site is acknowledged as suitable for residential development - acknowledging the approval in principle granted in 2005. A development brief accompanies the designation.
Planning History
Planning permission was granted in principle on appeal for residential development of the site, under PA 05/92118. Following this, and an extension of time for the submission of the reserved matters, a full detailed application was approved for the erection of 35 dwellings - PA 11/0684. This was an application which included land owned by the Department and as such was referred to an Inspector and dealt with as an Inquiry. This current application does not involve this land and as such may be considered like a standard planning application.

Assessment
The proposed sun rooms are all modest extensions to the approved dwellings and will neither adversely affect the appearance of the properties nor their impact on adjacent dwellings, seeing that the extensions are single storey.
The application is recommended for approval.
Party Status
The local authority, Arbory Parish Commissioners is, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (d), considered an "interested person" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of sun room extensions as shown in drawings 2398.SR.01, 2398.SR.02, 2398.SR.03, 2398.SR.04, 2398.SR.05 and 2398.SR.06 all received on 25th October, 2012.
C 3. The highway improvement works detailed on plan 10/221/TR/005 dated 18th April, 2011 as approved under PA 11/0684 must be constructed prior to the occupation of any of the dwellings hereby approved.
C 4. The external finishes of the extensions must match those of the existing buildings to which they will be attached, in all respects.
