Access and Design Statement
This statement relates to the use of field 411363 and part 411361 as a site for tourists and locals to camp or bring their motor homes, park up on a dedicated site with electrical connection, and enjoy Port Erin and Port St. Mary on foot, only a short distance from the site. The proposals also include a new entrance off Trugan Road, which requires the original opening being sealed with stonework, and screen hedging and planting/landscaping. The new access point will allow the necessary visibility splays in each direction, and with a 2.5m set back and practically level area 8.5m from there, it only requires a slope to the site of 1 in 15. All banking from access road and Trugan Road will not exceed 35 degrees.
The site is located midway along Trugan Road, adjoining the Farmhouse at "Glendown Farm". There is one mature tree within the site and mature sycamore trees at Glendown Farm along the western boundary and these will all be retained within the proposal.
The site curtilage is approx 1.5 acres. It is stated that use of land for camping/motor home parking sites should be kept to 17 per acre, therefore a total of 21 is well within the guidelines.
The proposed development is located at a level which allows the new access from the highway to be created without significant earthworks. New entrance pillars and stoned driveway provides improved access and ample parking for motor homes. Landscaping and planting will improve the site with good screening, and details of the types and hedging are shown on the application plan. A type 5A type access is proposed, paved over hardcore, with gullies to accept the storm water, from where a 230 dia pipe falling 1 in 80 will take excess rainwater to the existing stream on the western boundary.
Pre application discussions related to the application site were carried out and any concerns that southern planning had have been addressed.

Landscaping: Visibility splays will require the relocation of the existing roadside boundary wall. The new wall will be aligned to provide the required visibility as agreed with the Department of Infrastructure and Highways
Drainage: The foul drainage system will comprise of a septic tank, and a new “Klargestor” biodisc BA. All statutory approvals will be obtained from the Isle of Man Water and Sewage Authority prior to applying for Building Control Approval.
Consultations: Planning Department: Pre-application plans were sent to Southern Planning and Sarah Corlett replied with various design matters which have now been addressed. Highways attended the site and originally accepted the original access point, but as the land to the East was owned by others, it was moved to a more central position. With the updated plans addressing the concerns of the planning department, it was felt the plans were now ready to be presented in a new application.
