1.0 Description - 1.1 Planning Application 23/00939/B was APPROVED on 09.04.2025 for:
Conversion of two existing barns into a single two storey dwellinghouse with associated of parking and landscape area, erection of a single storey extension, additional use of the converted house as a tourist accommodation, and the siting of ground mounted solar panels
1.2 This approval is subject to 8 conditions, some of which require the submission of additional information prior to the commencement of works. - 1.3 This report is specific to conditions No. 6, which the applicants are seeking to satisfy. The specific wording of the condition is as follows:
No development shall be commenced until a hard and soft landscaping scheme for the wildflower meadow area, as shown in drawing no. 21/3128/PA05C, has been submitted to and approved in writing by the Department. Such a scheme shall include details of all walls, fences, trees, hedgerows and other planting which are to be retained; details of all new walls, fences and other boundary treatment and finished ground levels; a planting specification to include numbers, density, size, species and positions of all new trees and
shrubs; the location of grassed areas details of the hard surface treatment of the open parts of the site and a programme of implementation.
All hard and soft landscaping works shall be carried out in accordance with the approved details. The works shall be carried out prior to the occupation of any part of the development or in accordance with the programme agreed in writing with the Department. Any trees or plants indicated on the approved scheme which, within a period of five years from the date of planting, die, are removed or become seriously damaged or diseased shall be replaced during the next planting season with other trees or plants of a species and size to be first approved in writing by the Department. All hard landscape works shall be permanently retained in accordance with the approved details.
Reason: To ensure the provision of an appropriate landscape setting to the development and ensure biodiversity benefit.
2.0 Proposal - 2.1 The applicant's agent has submitted an application form on 08.09.2025 along with:
3.0 Assessment - 3.1 This condition is particular about the wildflower meadow area. The submission defines the area as well as provided a planting scheme. They are consider sufficient for a successful wildflower meadow that would fit into the Manx open countryside.
4.0 Consultation 3.1 DEFA Ecosystem Policy Officer for the approved application was consulted for advice. Their advice was received on 23.09.2025. They concluded that, after reviewing the submitted documents, this submission satisfy the relevant clauses. - 5.0 Recommendation 5.1 In this instance of the submitted documents, it is deemed sufficient to achieve the desired outcome and would be considered satisfactory for the planning conditions 6 of application 23/00939/B, under the understanding that the development shall not be carried out unless in accordance with the approved details.
I can confirm that this decision has been made by a Principal Planner in accordance with the authority afforded to that Officer by the appropriate DEFA Delegation and that in making this decision the Officer has agreed the recommendation in relation to who should be afforded Interested Person Status.
