This planning statement relates to the proposed creation of 4No light industrial units at Plot 1 'The Paddocks' Jurby Industrial Estate Jurby Isle of Man.
The site was subject to previous planning application PA 12/00015/B. Three sides of the site are bounded by trees, providing natural screening from the A10 (main Jurby Coast Road) and the A14. Industrial units are located to the east with partial screening provided by existing trees and planting.
The topography of the site is generally flat with a gradual slope running downwards from north to south providing a difference in level of approximately 300mm.
Access to the site is from the existing industrial estate and utilizes the new road constructed under the approved application for new light industrial units PA 05/00/243B.
The proposed development consists of 1 block with 4 light industrial units. The new units will utilize the existing concrete road to provide a turning head and existing car parking area. The new units will utilize the existing concrete road to provide a turning head and existing car parking area.
The completed development will provide a total of 18 permanent car parking spaces (as existing) with a facility for the development of a fenced storage yard for utilization by a future tenant of Unit A, which could accommodate a further 8 car parking spaces.
Applicant's intention is that Unit A will be marketed as having the facility for an external fenced storage yard / parking area for up to 8 vehicles to the side of the unit (in addition to the storage yard to the rear of the unit). The yard and any additional parking space will only be constructed if required by the incoming tenant. The Application is based on the use of existing space only. If the yard area is not constructed the area will be landscaped.
The permanent parking provision is based on 1no. space per 50 sq.m of floor space which provides for a minimum of 6 car parking spaces for the existing units (4 x 75m2 units =300m2) and a minimum of 8 parking spaces for the proposed new units (4x100m2 units = 400m2) = Total number of car parking spaces required for 4 existing units and 4 new units+ 4 visitor spaces = 18 spaces.
Given the nature and layout of the site, it has been considered that specifically marked out spaces for Disabled Drivers in the existing car park would be under-utilised, and that Disabled Drivers will always seek to park as close to the entrance door of the units which, on most occasions, will be more convenient, and which is facilitated by the proposed concrete aprons to the units. The Applicant is aware that the existing car parking area is very under-utilised, partly as a result of later phases of the original Approved Development not having been constructed, and partly because tenants use the concrete apron to the units for parking. There is adequate space for Disabled Drivers to park in the existing car park, which is not lined out, should they wish to do so.
All the industrial units have a concrete forecourt and a secure concrete yard to the rear, which backs onto the existing wooded area. A network of gravel footpaths provides circulation around the site and access to the rear yards. The remaining areas of the site will be grassed and any existing planting around the perimeter of the site retained.
Individual units have roller shutter doors for deliveries etc and separate pedestrian doors for staff and visitors. The pedestrian door to each unit will be protected by a concealed roller shutter to improve security at night and weekends.
The floor areas of the units are approximately 100m². All 4 units have a clear ground floor area with space for a disabled toilet and drainage point for a kitchen/tea point, which may be provided by incoming tenants as appropriate.
The industrial units have the option of creating a mezzanine floor level to provide an additional area of approximately 54m². The access stair to the mezzanine level has been shown at 1200mm wide and runs in straight flights along the separating wall which makes it suitable for the future fitting of a disabled persons platform stairlift.
The industrial units will be constructed utilising a steel portal frame structure, to provide the maximum usable floor area and achieve the floor to floor heights required.
The external walls at low level will be cavity construction with architectural facing block. Insulated flat metal wall cladding panels are proposed above the blockwork, with a horizontal contrasting band of colour.
Insulated metal roof panels have also been proposed for the roof with integrated clear roof lights at a pitch of 10". A polyester powder coated gutter and 100 mm polyester powder coated aluminium rainwater pipes run along the front and back to catch the storm water from the roof.

To reduce heat loss from the buildings and improve energy efficiency, the design has ensured that all building components in the external walls and roof meet or exceed Building Regulation requirements and incorporate detailing to minimise air leakage. The external block cavity walls will have rigid cavity insulation, the wall and roof panels above will have an insulation core. The roof and wall cladding system is sealed at all joints to improve airtightness and reduce air leakage from the building.
The roller shutter doors and steel personnel/goods doors are also insulated to meet or exceed Building Regulation requirements. All door and shutter openings incorporate seals to improve weathertightness and airtightness, helping to prevent air leakage from the building.
New surface water drainage from building and external hardstanding to discharge to existing site soakaway all to Building Regulations approval.
The proposal will result in a small loss of trees and shrubs to the existing screen planting area to the East. It is intended to review this within a larger landscaping scheme suggested for the Industrial Estate all as part of the 'Jurby initiative'.
Roof: Kingspan Roof Panels, KS 1000 RW with Kingspan Roof light System, KS 1000 Colour: Goosewing Grey.
Walls: Blue Engineering brick plinth and facing blockwork at low level and Kingspan Architectural Cladding panels, KS 1000 MR (Micro Rib) at high level with 1 no. contrasting coloured band. Colour: Goosewing Grey / Merlin grey.
External Doors and Screens:
Rainwater Goods: Polyester coated aluminum gutter to match cladding with 102 mm diameter aluminum rainwater pipe with a polyester powder coated finish.
