Site Supply, The Paddocks, Jurby Industrial Estate, Jurby, Isle Of Man, IM7 3bd
Permission was sought to erect a detached building containing four industrial units with associated parking on an undeveloped grassed site within Jurby Industrial Estate, Isle of Man. The site sits north of Jurby Estate Road and east of the A10 Jurby Coast Road, surrounded by existing industrial units with a woodland area to the north-east. During the course of the application, the applicants amended the scheme, repositioning the proposed units and removing the 8 car parking spaces that had originally been included. This change proved significant to the outcome. The application was refused on 30 September 2019. The decision turned on the removal of parking from the scheme: without adequate on-site parking provision, the proposal was found to conflict with transport policy in the Isle of Man Strategic Plan 2016.
The application was refused because the amended scheme did not include adequate parking provision within the site, placing it in conflict with transport policy requirements in the Isle of Man Strategic Plan 2016. The officer recommended refusal and the delegated decision followed that recommendation.

The proposal would be contrary to Transport Policy 7 of the Isle of Man Strategic Plan 2016 given the lack of parking provision being provided within the site.
Transport Policy 7: The Department will require that in all new development, parking provision must be in accordance with the Department's current standards. The current standards are set out in Appendix 7. 11.5.4 New development can have a significant impact in terms of the traffic generated by it and the impact on the various modes of travel. The Department considers that proposals which are likely to be significant traffic generators should be accompanied by a Transport Assessment(1) which should look at all modes of transport including access by public transport, cycling and on foot.
