11 July 2012 · Committee
Golf Professional Shop, Fort Island, Castletown, Isle Of Man, IM9 1ua
The application sought permission to demolish the existing pro shop and clubhouse at Castletown Golf Links, Fort Island Road, Derbyhaven, and replace it with a new three-storey clubhouse together with associated car parking, utilities, and drainage. The site sits on the north-eastern edge of the Langness Peninsula, close to St. Michael's Isle. The officer report identified three main planning issues: the visual appearance of the new building within the landscape, the visual impact of the proposed car parking, and potential effects on wildlife. The case officer recommended approval. However, there is a direct conflict between the planning portal, which records the application as refused by committee on 11 July 2012, and a decision notice document that records an approval dated 30 October 2012.
There is a conflict in the available records: the planning portal records the application as refused by committee on 11 July 2012, but the decision notice document records an approval dated 30 October 2012. Because these two sources contradict each other, the final outcome cannot be stated with certainty. The portal decision of refusal is treated as the baseline public record. The formal decision record lists 5 conditions.
Condition 1
The development hereby permitted shall commence before the expiration of 4 years from the date of this notice.
Condition 2
This approval relates to the replacement of the existing building with a new 3-storey clubhouse, including associated car parking, utilities and drainage as proposed in the submitted documents and drawings numbered 00 Rev 1 (Location Map - dated 20/3/12); A01 Rev 1 (Existing Plans & Elevations - dated 20/12/11); A04 Rev 0 (Proposed Elevations - dated 23/12/11); A05 Rev 0 (Proposed Plans & Section - dated 20/03/12); P02 Rev 2 (Proposed Site Plan & Parking - dated 10/10/12); P02 Rev 2 (Typical Site Sections - dated 10/10/12); P03 Rev 2 (Typical Car Park Detail - dated 21/5/12).
Condition 3
Notwithstanding the details given on the approved drawings, details and samples of each of the proposed external finishes of the building shall be submitted to and approved in writing by the Planning Authority prior to any building operations commencing. The building shall be erected using external materials in accordance with the approved samples.
Condition 4
The car parking spaces hereby approved which would be surfaced with Verge Reinforcement Blocks as shown on Drawings numbered P01 Rev 2 and P03 Rev 2 are to be seeded annually unless otherwise agreed by the Planning Authority. It is recommended that any seeding should be undertaken in consultation with the Department of Environment, Food and Agriculture which can advise of the most suitable types of grass to be used.
Condition 5
Prior to the commencement of any of the works hereby approved, a scheme for landscaping and re-colonisation of the re-profiled slopes shall be submitted to and approved in writing by the Planning Authority. It is recommended that any scheme should be prepared in consultation with the Department of Environment, Food and Agriculture. All planting, seeding and turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons.
