Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
The development hereby approved relates to Drawings 1744-PL01, 1744-PL02 and 1744-PL03, all date-stamped as having been received 18th October 2017.

1.0 THE APPLICATION SITE - 1.1 The application site includes the residential curtilage, and some associated land to the rear (southwest), of a detached bungalow known as 'High Peak', situated at the end of the Perwick Rise cul-de-sac in the Fistard area of Port St. Mary.
2.0 DESCRIPTION OF THE APPLICATION - 2.1 Full planning approval is sought for the removal of and partial blocking up of an existing window, to be replaced with a smaller unit complete with obscure glazing. The new window would serve a new shower room, to be created within the existing dining room.
3.0 PLANNING HISTORY - 3.1 High Peak was approved under PA 96/00209/B and has not been the subject of materially relevant applications since.
4.0 THE DEVELOPMENT PLAN - 4.1 The dwelling and front garden / parking area of High Peak falls within an area zoned as Residential on the Area Plan for the South (Map 7), whereas the rear garden appears to fall outwith this zoning and within an area of 'white land'. The nature / scale of the development proposed is such that General Policy 2 of the Strategic Plan applies.
5.0 REPRESENTATIONS - 5.1 Highway Services of the DoI stated the application had no highway safety implications on 8th November 2017, with Port St Mary Commissioners offering no objection the day after.
6.0 ASSESSMENT - 6.1 The physical changes proposed are minor relative to the dwelling's scale and appearance and there is no particular architectural symmetry or rhythm presented by the existing fenestration. The alterations proposed are not objectionable, with the associated internal works not requiring planning approval. - 6.2 It is not clear what is the status or use of the land lying outwith the residential zoning, but this is not considered material to the assessment of this application. Nor is there any question that the application proposes a change of use to this land.
7.0 CONCLUSION - 7.1 It is concluded that the development proposed complies with GP2.
