1. Design And Access Statement
In order to comply with the requirements for the submission of planning applications as outlined in Government Circular 01/2006 'Guidance on Changes to the Development Control System', NATS has included the following design and access statement in support of its proposal. The statement links the general development principles to the final detailed design.
1.1. History \& Background
Background - site and surroundings
This site is a DVOR site (Doppler Very High Frequency Omni-directional Radio Range) and is a radio navigational aid used to provide bearing and distance information to aircraft and to define air traffic control routes for en-route, terminal and instrument approach/departure procedures.
The site comprises of the DVOR radar which is low level and circular. In the centre of the radar is a building which houses equipment. It is proposed to erect a stair case and fence enclosure on the Eastern elevation. The stair case is proposed to be galvanised steel and will allow access to the counterpoise.
The site is accessed via an unnamed access track off A31, near Cregneash on the Isle of Man. The site is currently being used by the applicant in connection with the provision of air traffic services.
1.2. Design
1.2.1. The proposal
The staircase is proposed on the Eastern elevation. The staircase will be galvanised steel and will have a galvanised steel fence enclosure at the bottom to ensure that there is no unauthorised entry. The staircase will blend with the existing steel work and is a structure which is common place on sites such as this.
Access
The access to the site will remain unchanged.
Character
The character of the site will not be altered. The addition of a staircase to the counterpoise will not alter the character of the site. The staircase will only be visible from certain angles and does not increase the overall height of the structure.
Movement to, from and within the development
Movement within the site will not be altered by the proposed development.
1.2.2. Design Considerations
The staircase will be galvanised steel to blend with the building and metal work of the counterpoise.
1.2.3. Planning Policy Considerations
Section 54A of the Town and Country Planning Act 1990 (as amended)(now section 38 (6) of the Planning and Compulsory Purchase Act 2004) states that Local Planning Authorities should determine proposals for development in accordance with the local development plan, unless material considerations indicate otherwise. Material considerations may include, inter alia, government guidance, High Court decisions, Inspector's appeal decisions, extant consents etc.
1.2.4. Policies
Isle of Man's Area Plan for the South should be considered throughout this application. It contains policy and guidance for development in and around Cregneash.
In terms of the relevant policy, the design of the staircase is in keeping with the use of the site. It is not considered that the proposal will have an adverse effect on the surrounding area as the overall height of the structure is not being increased. The staircase is required for health and safety reasons.
The proposal will have very little visual difference on the appearance of the site and will not have a detrimental impact on the site.
The proposal is also in line with advice given in the National Planning Policy Framework. We have not carried out preconsultation with the Council as the requirements cannot be altered.

Access to the site will remain unchanged.
2. Conclusion
It is considered that this proposal does not compromise the site and does not have a detrimental effect on the area.
