25 July 2017 · Delegated
Cregg Mill, Silverdale Road, Ballasalla, Isle Of Man, IM9 3ds
The proposal involved converting parts of the Silverdale Mill Complex at Silverdale Glen, Ballasalla into tourist living accommodation, repurposing space previously used for storage, retail, and craft activities. Because the application site is owned by the Department of Environment, Food and Agriculture (DEFA), of which Planning and Building Control forms part, the application could not be considered by the Planning Committee or by a departmental officer in the usual way. Instead, it was determined as a Department Application under Section 10(1)(b) of the Town and Country Planning (Development Procedure) (No 2) Order 2013. The key planning concerns identified related to car parking management, the potential for obstruction on Silverdale Road, and noise and disturbance to nearby residents arising from the tourist accommodation use.
The application was approved subject to conditions. A condition was imposed to secure appropriate use of available car parking and to prevent obstruction of Silverdale Road and noise or disturbance to local residents, indicating these impacts were considered manageable through controls rather than being grounds for refusal.
