1.1 The above application was approved on 10th November, 2014 but due to a considerable amount of time having been taken to conclude a legal agreement to secure the affordable housing, the decision was issued only as recently as 13th October, 2016 with the development required to commence prior to 13th October, 2020.
1.2 One condition of the approval was as follows:
- No part of the development hereby approved shall commence until a scheme for the construction of the site access and off site works of highway improvement has been submitted to and approved by the Planning Authority in consultation with the Highway Authority. The access from the Promenade into the proposed car parking facilities must be sufficiently wide to enable two vehicles to pass side by side.
Reason: this condition is in order to satisfy the Planning Authority and Highway Authority that the final details of the highway scheme/works are acceptable before work commences on site.
Proposal
2.1 The applicant has provided a drawing, A CN_700 which has been discussed with Department of Infrastructure Highway Services which shows a concrete pavement to run around the front and side of the new building with a tactile paved area on the corner of the promenade and Rowany Villas. A transition between the pavement and the vehicular access into the building is provided at a width of 5.5m which is sufficient to accommodate two vehicles side by side, with a dropped kerb and tarmacadam finish to the accesses into the building and to the integral substation accessed from the front.
2.2 At the rear a small area of the site which is adopted highway, is to be re-surfaced alongside the bin store
Recommendation
3.1 The drawing A CN_700 received on 1st October, 2019 satisfies condition 2 and is recommended for approval
