This application sought approval in principle for the erection of a detached dwelling with garaging on a parcel of land measuring roughly 1.55 acres at Ballavoddan Farm, Phildraw Road, Ballasalla. The land had been used as private parkland or garden. The site has limited visibility from the highway, largely due to an existing stone and render barn and a wall running between the site and the road. The surrounding area is characterised by scattered dwellings set in large grounds. The Department of Environment, Food and Agriculture approved the application on 1 November 2016, with five conditions attached. The officer's recommendation was also for approval.

The site is zoned in the Area Plan for the South as "Proposed Low Density Housing in Parkland"
Condition 1
The development hereby approved shall be begun either before the expiration of four years from the date of this approval or before the expiration of two years from the date of approval of the last of the reserved matters.
Condition 2
Details of the siting, design, external appearance, internal layout, means of access, drainage of foul and surface water, and the landscaping of the site (hereinafter called "the reserved matters") shall be submitted to and approved in writing by the Department before any development is commenced and thereafter the development shall only be carried out in accordance with the details as approved.
Condition 3
No development shall take place until (I) a tree survey with survey plan, (II) a tree constraints plan, (III) a tree protection plan, and (IV) a tree planting plan have been provided to and approved in writing by the Department. The development shall be carried out in accordance with the tree protection plan and tree planting plan.
Condition 4
All hard and/or soft landscaping works shall be carried out in accordance with the approved details. The works shall be carried out prior to the occupation of any part of the development or in accordance with the programme agreed in writing with the Department. Any trees or plants indicated on the approved scheme, which, within a period of five years from the date of planting, die, are removed or become seriously damaged or diseased shall be replaced during the next planting season with other trees or plants of a species and size to be first approved in writing by the Department. All hard landscape works shall be permanently retained in accordance with the approved details.
Condition 5
The trees to the north of the application site, as shown on Drawing 2 (date-stamped as having been receive 19th August 2016), shall be retained.
