Field 432300, Grenaby Road, Ballasalla, Isle Of Man, IM9 3dp
This application sought outline approval for an agricultural worker's dwelling on a field of 8.6 acres at Upper Billown Farm, Grenaby Road, Ballasalla. The site lies between three roads and already contains a farmhouse and three outbuildings. The application was refused in December 2011. The decision found that the farm does not generate enough work to justify a full-time agricultural worker, and the applicant's contracting business was not regarded as tied to this specific site. Although the applicant's declining health was acknowledged, this was not considered sufficient agricultural justification for an additional dwelling. A second reason for refusal concerned the location of the proposed dwelling.
The application was refused on two grounds. First, the farm was found not to generate a full-time labour requirement, and the applicant's contracting business was not considered site-specific, meaning there was insufficient agricultural justification for an additional dwelling. Second, the proposed location was not within the main farm group and could easily be separated from the farm holding, making the siting unsuitable for an agricultural worker's dwelling.
