The parent planning permission (22/00635/B, approved 2023) allowed demolition of the existing building and erection of a replacement 12-bedroom respite care facility at Radcliffe Villas, Glencrutchery Road, Douglas. This minor change application sought to vary the external finishes to windows, soffits, fascias, gutters, and rainwater pipes only, with no alteration to the building's size, scale, or overall nature. The officer assessed the proposal against the statutory criteria for minor changes. The amendment did not increase the size or scale of the development, did not change its nature, did not cause the approval to fall out of compliance with the Development Plan or relevant policy, and introduced no new or increased adverse impacts on neighbouring properties or the environment. The basis on which the original permission was granted remained unchanged, and the amendment was judged to be genuinely minor and not of a magnitude requiring a fresh application.
The changes to external finishes were found to pass all statutory tests for a minor change: the development's size, scale, and nature were unaffected; policy compliance was maintained; and no new or increased impacts on neighbours or the environment would result. The original approval's basis remained intact, so the amendment was permitted without conditions.
