The site is occupied by a livery business with capacity for the stabling of 30+ horses and an adjacent dwelling approved under the previous 03/00234/B planning consent. Condition 3 of that permission specifies that the dwelling can only be occupied by persons involved with the associated livery business. The applicant wishes to remove this condition to enable the dwelling to be sold separately and more easily. The additional traffic that would be generated by a third party residing at the property not working on the site should not create a significant highway impact. However, there does not appear to be any separate site parking to serve the dwelling on the plans submitted which would be required as the livery would be sold separately. The applicant should therefore provide a revised suitably scaled site plan to show 2 car parking spaces within the site red line boundary for the dwelling. This is needed to demonstrate that there would be adequate site parking and on-site turning to comply with the parking standards in 'The Isle of Man Strategic Plan 2016' which specifies 2 spaces for a dwelling. Highway Services request that the application is deferred to allow the applicant to consider the above.
