1) The proposed change of use would be tantamount to approving a new private dwelling in the countryside. This would be contrary to the policies of the D.P. Order 82, as espoused in Planning Circular 1/88, and could set a precedent for similar relaxation of resistance to development in the countryside.
2) The P.C. is not persuaded that: a) there is no demand for agricultural workers dwellings in the area which could be met by this dwelling; or b) that the circumstances are sufficient justification to set aside the established policy of the Dept of retaining agricultural dwellings for agricultural workers. ☐ 29/3/93
