This application sought to change the use of Ohio Field, an agricultural workers dwelling in Andreas, into a private residence. The applicant's personal circumstances had changed, which was put forward as the basis for the request. The Planning Committee refused the application. It found that granting permission would effectively amount to approving a new private dwelling in the countryside, which conflicted with established planning policy and risked setting a precedent for similar requests. The committee was also not persuaded that there was no ongoing need for the property to serve agricultural workers in the area, or that the applicant's circumstances were a strong enough reason to depart from the policy of retaining such dwellings for agricultural use.
The Planning Committee refused the application. Approving the change of use would have been equivalent to permitting a new private dwelling in the countryside, contrary to established planning policy. The committee was also not satisfied that there was no remaining need for the dwelling to house agricultural workers, nor that the applicant's changed personal circumstances were sufficient reason to set aside the policy of keeping such dwellings available for agricultural use.
