Officer’s Report THE APPLICATION SITE
1.1 The application site is a bungalow dwelling with a garage underneath. The dwelling sits at the end of the row of properties and accessed by a long drive off of Howe Road. THE PROPOSAL - 2.1 The proposal is to replace the polycarbonate roof of the existing conservatory with light weight roof tiles to match the existing property. PLANNING HISTORY - 3.1 The previous planning applications are not considered to be specifically material in the assessment of the current application. PLANNING POLICY - 4.1 The site is shown on the Onchan Local Plan Order 2000 map No.1 as being within the local plan area and being designated within an Area of Predominantly Residential Use. General Policy 2 applies to proposals that are in accordance with the land-use zoning and states that development will normally be permitted where it: -
4.2 Within chapter 8 of the Strategic Plan, paragraph 8.12.1, in relation to extensions to Dwellings in built up areas or sites designated for residential use, it states 'As a general policy, in built up areas not controlled by Conservation Area or Registered Building policies, there will be a general presumption in favour of extensions to existing property where such extensions would not have an adverse impact on either adjacent property or the surrounding area in general'. REPRESENTATIONS - 5.1 Representation from the Department of Infrastructure (DOI) Highways Division confirms that there is no highways interest, in the letter dated 17 May 2018.
5.2 Onchan District Commissioners have commented on this application and stated that they 'recommend that the application be approved for planning purposes only', in the letter dated 14 May 2018. ASSESSMENT 6.1 The application property has an existing conservatory on the form of the building, effectively at first floor level due to the garage beneath. The conservatory appears to have been installed in the early 2000's. The new roof is considered to have a neutral impact on the character of the dwelling.
6.2 The proposed roof tiles would be similar in appearance to the existing roof of the main house and are likely to provide a constant and unbroken appearance through the rear elevation of the property enhancing the overall appearance. It is unlikely that there will be any impact on visual or other amenity from either of the neighbouring properties. CONCLUSION - 7.1 For the above reasons the proposal is considered to comply with General Policy 2 of the Isle of Man Strategic Plan 2016 and therefore acceptable. INTERESTED PERSON STATUS
