The application site represents the residential curtilage 7 The Millrace, Sulby which is a two storey detached property located on the southern side of The Millrace and southwest of the Sulby Bridge.
This application seeks approval for the alterations and erection of a two storey extension to dwelling. The existing integral double garage would be demolished and replacement by a two storey extension with a width of 6.9 metres, a depth of 7.2 metres and a ridge height of 7.4 metres.
The only difference between this application and the recently approved application, is this new submission proposes two garages rather than one.
The application site is within an area recognised as being an area of "residential use" under the Sulby Local Plan Order 1998. The site is not within a Conservation Area; nor within an area zoned as High Landscape or Coastal Value and Scenic Significance.
Relevant policies include:
Due to the site location, zoning and the type of proposal, the following policy is relevant for consideration:-
"General
Policy 2: Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
There have been previous planning applications submitted on the site and these are as follows: Alterations and erection of a two storey extension to dwelling - 11/00126/B - APPROVED Erection of conservatory - 00/00733/B โ APPROVED Erection of dwelling and garage - 97/00200/B โ APPROVED
The Department of Transport Highways and Traffic Division:- "Do not oppose."
The Water and Sewerage Authority make no comments on the merits of the application but ask for an informative note be attached.
The Authority has received no other privately written representations objecting to the application.
The introduction of a two storey side extension would replicate similar extensions to properties along The Millrace.
The design, proportion and form all take references from the existing dwelling and therefore would be appropriate and in keeping with the existing property and would not introduce an incongruous feature to the visual detriment within the street scene or upon the existing dwelling.
The proposal would be sited on the existing footprint of the single storey integral garage. Due to this position, size and orientation in relation to the neighbouring property, the proposed extension would not have significant impacts upon the residential amenities (overlooking, overbearing impact and/or loss of light) of the neighbouring property, namely Nr 6 The Millrace.
In conclusion, it is recommended that the planning application be approved on the planning policy grounds that the development would be acceptable to the Isle of Man Strategic Plan (June 2007).
It is considered that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:
The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.
