Officer’s Report THE SITE
1.1 The application relates to an existing semi-detached dwelling in Ballasalla. The property sits on the western side of Crossag Road and fronts directly onto the road. The dwelling sits just south of the junction with Phildraw Road. - 1.2 The property is a traditional cottage with a stepped extension on its gable. It has a painted render finish, decorative coins and slate roof. The existing fascia's and soffit boards on the dwelling, the extension and on its detached garage are rosewood brown coloured timber. THE PROPOSAL
2.1 Approval is sought for the replacement of the timber fascia and soffit boards with new UPVC alternatives of a matching style and colour. PLANNING HISTORY - 3.1 The property has been subject to a number of previous applications for alteration and extensions including a rear conservatory, replacement windows and erection of chimney stack, although none are considered material in this case. PLANNING POLICY - 4.1 The site lies within an area designated as 'Residential' on the Area Plan for the South 2013 and within the designated Silverdale Conservation Area, as such it is fundamental to consider Environment Policy 35 of the Isle of Man Strategic Plan 2016 and Planning Policy Statement 1/01 CA/2 which require development to either preserve or enhance the character and appearance of Conservation Areas. Environment Policy 34 also seeks a preference for traditional materials to be used on older buildings.

5.2 Department of Infrastructure Highway Services - NHI (15/09/2022). ASSESSMENT - 6.1 The existing fascia and soffits are not considered to be defining features for this particularly traditional property, and so while the replacements are not traditional materials as preferred by EP34 their installation in this particular case is likely to have an overall negligible impact on the visual quality of the existing property and to have no adverse impact on the wider streetscene. The general character and appearance of the wider Conservation Area is to remain preserved. CONCLUSION - 7.1 The proposal is expected to have a negligible impact on the overall character and appearance of the property and surrounding streetscene and the general character and appearance of the Conservation Area is to be preserved in line with Environment Policy 35 of the Strategic Plan 2016 and PPS 1/01.
