Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Overall it is concluded that the planning application would have no significant impacts upon public or private amenities and therefore accords with the provisions set out in General Policy 2 of the Isle of Man Strategic Plan 2016 and the Residential Design Guide 2021.

1.0 THE SITE - 1.1 The application site is 7 Ballaquane Park, Peel an existing detached dormer dwelling part within an established residential area, which contains a mix of properties, predominantly detached.
2.0 THE PROPOSAL - 2.1 The planning application seeks approval for the erection of rear porch. Removal of window apertures and installation of replacement front door and windows with associated works and re-rendering of the property.
3.0 PLANNING HISTORY - 3.1 There are no previous applications which are considered material in the assessment of this application.
4.0 PLANNING POLICY - 4.1 4.1 The application site is within an area zoned as "Predominantly Residential" identified on the Peel Local Plan 1989. The site is not within a Conservation Area. - 4.2 In terms of strategic plan policy, the Isle of Man Strategic Plan 2016 contains two policies that is considered specifically relevant to the assessment of this current planning application: - 4.3 General Policy 2 states: "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:
4.4 The Residential Design Guide (2021) is capable of being a material consideration. It states at 1.2.2 that, "This document provides general advice but cannot cover every eventuality. Wherever possible, it sets out generally acceptable approaches. If a proposal does not meet these, the planning application should explain why. All planning applications will be
judged on their merits, taking account of the likely effect on neighbouring properties and the character of the building or street".
5.0 REPRESENTATIONS - 5.1 No comments received at time of writing report.
6.0 ASSESSMENT - 6.1 The key issues to considerer in the assessment of this planning application are firstly the potential impacts upon the visual amenities of the street scene and secondary the potential impact upon neighbouring residents. POTENTIAL IMPACTS UPON THE VISUAL AMENITIES OF THE STREET SCENE - 6.2 Overall, the proposed works, would sit well with the existing property and become a subordinate extension, with the main dwelling house being the prominent feature on the site. Overall, it is considered the design, scale, size, finish and proportion of the extension and works would be acceptable within the street scene and to the individual dwelling. While flat roofed, the character the 1960/70's street scene includes flat roofed elements (porched/garages etc). - 6.3 The other proposed works raise no concerns.
6.4 The works, will not have any significant impact upon neighbouring amenities, namely the side extension given its height, scale and distance to neighbouring properties.
7.0 CONCLUSION - 7.1 Overall it is concluded that the planning application would have no significant impacts upon public or private amenities and therefore accords with the provisions set out in General Policy 2 of the Isle of Man Strategic Plan 2016 and the Residential Design Guide 2021 and as such the planning application is recommended for approval.
