1.0 Introduction The purpose of this document is to explain the need for the proposed improvement scheme for Santon Railway Bridge. Its aim is to demonstrate how the proposed scheme will be beneficial to the Island by providing a safer and more user friendly bridge layout
2.0 Background Santon Railway Bridge is on the A5 from Douglas to the south of the Island and is on a primary route. The Department of Infrastructure have been implementing a programme of upgrades to the existing highway bridges on primary routes across the Island to allow for the higher weight limit of 40/44 tonnes to be safely supported and to increase the lifespan of these structures. The bridge construction is a masonry arch supporting the highway crossing the steam railway line. It is proposed to strengthen the existing bridge, prolong the life of the existing structure and improve the vehicle sight lines and pedestrian access across the bridge.
3.0 Brief description and objective of the proposed works The existing deck is to be removed down to the top of the masonry arch. A new wider deck will then be constructed in reinforced concrete, including cantilevers on both side of the bridge. This will include new higher parapets and an additional pavement on the western side. As well as providing safer access for pedestrians, the vehicle sight lines across the bridge will be improved by widening the existing highway with a minor realignment of the road. To ensure that the aesthetics of the bridge are not altered, the concrete faces will have a stone façade fixed to them that will match the existing stonework. It is proposed to undertake this work at the same time as the proposed highway improvement works on the A5 programmed for 2022/23.
4.0 Political & Planning Policies
The Council of Ministers programme for Government 2016 – 2021 states the strategic objectives of Tynwald over a five year period. One of the strategic aims is:
“To provide a sound and sufficient infrastructure for the Island”
With the strategic purpose being:
“To support the delivery of services to meet the needs of the community”
And a Strategic Objective being:
“To provide for improvements to the Islands road network such as to ensure that travel demand is met in a safe effective and environmentally acceptable manner”
The proposed scheme meets the relevant strategic objectives by:-
• Providing an enhanced infrastructure in the form of a wider and more robust bridge structure.
• Providing an improved access for the delivery of services to meet the needs of the community
• Providing an improvement to the road network in a safe and environmentally acceptable manner
General Policy 2
This policy normally permits development which is in accordance with land-use zoning and proposals set out in the appropriate Area Plan, subject to certain criteria being met. Amongst other things, these criteria seek to ensure road safety for pedestrians and other road users and to take account of community and public safety.
The proposals meet the relevant objectives of GP2 by widening the existing highway and improving vehicle sight lines. Also the additional pavement and higher parapets establishes a much improved environment for pedestrians and other users.
It is considered that the proposed design of the refurbished bridge meets with the relevant planning policies and guidance.
5.0 Design Standards The Manual for Manx Roads provides guidance to developers, their consultants and design engineers, local authorities, and the public on the ways in which new development can contribute towards the provision of an accessible, safe and sustainable transport network within the Island. It also sets out the framework of advice and standards applied by the Department of Infrastructure for alterations and additions to the highway network. The bridge structure has been designed in accordance with all of the relevant British Standards (BS 5400) and Eurocode Standards (EN 1991-2-2003) for reinforced concrete.
6.0 Summary The Statement of Case has explained the development of the proposed strengthening and improvement scheme for Santon Railway Bridge. It is proposed to undertake the works as part of the highway improvement works programmed for construction in 2022/23, during which a road closure will be in place.
The Department of Infrastructure therefore submits this Santon Railway Bridge Improvement Scheme for planning approval.
