AP250024 2590376B Residents of Eary Veg and Cronk Liauyr Appeal Statement
The construction of the Tromode Park Estate started in the mid-1970's. At that time, the planners and developers decided that, as a new and prestigious estate, all services such as gas, electricity, water, sewage and telecommunications should be located underground, as they are today, 50 years later.
Eary Veg is a small cul-de-sac of 11 bungalows. The only street furniture is 5 street lights and currently, the entire estate is free from poles and overhead wires. Manx Telecom's proposal to install 4 nine metre telegraph poles with the associated cables and drop wires to each property would look hideous. The visual impact of these unsightly poles which will dwarf the roof line of the bungalows (particularly those on the west side which are sited below street level) will destroy the aesthetic view of the close and definitely create "visual harm and deleterious intrusion into the street scene".
It should also be born in mind that Manx Telecom's proposal to erect telegraph poles only affects 2 small areas of the entire estate, Eary Veg and part of Slieau Dhoo. The remainder of the estate will receive fibre via underground cables, putting Eary Veg and Slieau Dhoo at odds with our neighbours. As Eary Veg covers such a small area it must be possible to supply fibre through underground ducting. The environment in our quiet cul-de-sac should not be completely destroyed by these monstrous poles visible from every angle and located too close to properties and principal windows. The 20 metres recommendation has been completely ignored in most cases.
It is noted from Manx Telecom's appeal that they compare this estate to one where approval has been given. The estates are fundamentally different, plus the application for the other estate covered the whole estate which is not the case here. In addition, Manx Telecom states in their appeal that this is a hard to reach area. We are in Douglas, the capital city of the Island, in the middle of a housing estate.
It is significant that Manx Telecom has not engaged with the residents about the application, and did not send a representative to the Planning Committee meeting on 30th June 2025 when the original application was considered. This lack of engagement is also evidenced by the fact that Manx Telecom has requested that the appeal is considered written submissions only. We realise that the work required to install fibre underground may cause delays to the service reaching our part of the estate and are prepared to accept that rather than destroy our pleasant unobstructed outlook and environment.
Finally, it should be remembered that, after a detailed consideration of all the facts and having listened to and read verbal and written submissions, all 7 members of the Planning Committee voted unanimously to refuse application 25/90376B due to the negative visual impact on the street scene. There is no good reason why the fibre cables cannot be placed underground and we, the undersigned, request that this appeal should be refused.
