Appeal Ref: AP25/0020
In pursuance of her powers under the above Act and Order/Regulations, the Minister for the Department of the Environment, Food and Agriculture, the Hon C Barber MHK does hereby in the name of and on behalf of the Department REFUSE planning application 24/00859/B by Mrs H M Radcliffe for Erection of single-storey dwelling - Plot Of Land North Of Scrondall Glen Road Ballaugh Isle Of Man for the following reason(s):-
Reason(S) For Refusal:
- The appeal site lies in the open countryside for planning purposes, outwith any defined settlement boundary, and is not zoned for development. The proposal does not meet any of the exceptions for development in the countryside allowed for by Environment Policy 1, Strategic Policy 2, Housing Policy 4 or General Policy 3 of the Strategic Plan.
Even taking account of the potential for a high quality landscaping scheme, the introduction of a dwelling on the plot would have a significant and materially harmful impact on the established character and appearance of the area, contrary to Environment Policies 1, 2 and 3 and General Policy 2 of the Strategic Plan, and to Planning Circular 3/91, which seek to protect such interests. None of the other developments cited by the appellant is directly comparable to the site-specific circumstances that prevail here and the scheme has been considered the scheme on its own particular planning merits.
