Little Mill Garage, Little Mill Road, Onchan, Isle Of Man, IM4 5bd
The proposal was for a two-storey dwelling on the site of Little Mill Garage, a large detached barn last used as a commercial garage and workshop on the eastern side of Little Mill Road, north of Onchan Village. The dwelling would have measured 13.8 metres wide, 12.8 metres deep, and 8.3 metres to the ridge, finished in render with a slate roof. The site is zoned as Open Space under the Onchan Local Plan Order 2000, which restricts new residential development in the countryside. Onchan Commissioners objected on the grounds that the proposal was contrary to those countryside restrictions. The site also sits near a watercourse, engaging policies that normally prevent development within 8 metres of a watercourse and require pollution mitigation measures. Both the officer and the committee recommended and decided refusal.
The site is zoned as Open Space under the Onchan Local Plan 2000, and policy restricts new dwellings in the countryside to a narrow set of exceptional circumstances. The proposal did not meet any of those exceptions. Proximity to a watercourse raised additional concerns about water quality and habitat protection that could not be adequately addressed.
